The Air Pollution Control Board is the regulatory authority for air pollution control in Louisville Metro/Jefferson County.  Air Pollution Control Board members are private citizens.  The current members were appointed by the Louisville Metro Mayor, the Jefferson County Judge/Executive, or the City of Louisville Mayor.  The Board adopts regulations, orders and resolutions as needed to control air pollution.  The Board normally meets the third Wednesday of each month at 10:00 am in the Air Pollution Control Board Room, located on the first floor at 850 Barret Avenue, Louisville, Kentucky 40204.  The Board invites the public to attend.  Sometimes the meeting will be preceded by a public hearing regarding a proposed regulatory amendment, Board order, or other air pollution issue. For more information about Board activities, please call Secretary/Treasurer Joseph Schweinhart at (502) 574-5145.  To to get on our mailing lists for Board meetings, etc., you can use our on-line mailing list request form.

Notes:

1. Appointed by:  County = Originally appointed by the Jefferson County Judge/Executive; City = by the pre-merger City of Louisville Mayor; others appointed by the Louisville/Jefferson County Metro Mayor.
2. Board members are appointed for a term of three years and then continue to serve until reappointed or a successor is appointed.  A Board member may be reappointed to another 3-year term.  An appointment to a vacancy shall be for the remainder of the original term.
3. The political party affiliation of Board members is restricted per KRS 77.070 (4).  D = Democratic Party; R = Republican Party.
4. Louisville Metro Council district in which the member resides.
5. Section 128 (a)(2) of the Clean Air Act requires the disclosure of a Board member who derives a significant portion of his/her income from an entity subject to District permits or enforcement orders.

Policy Committee (standing committee)

Responsibilities:

1. Review the following parts of the regulations:
   • Part 1, General Provisions,
   • Part 2, Permit Requirements,
   • Part 6, Standards of Performance for Existing Affected Facilities,
   • Part 7,  Standards of Performance for New Affected Facilities.
2. Review related Kentucky State Implementation Plan issues.
3. Review related Enforcement Policies and Procedures.
4. Review staff-recommended Planning Commission Referrals and Studies.
5. Such other duties as directed by the Board Chairman.

The Policy Committee meets as needed.

Strategy Committee (standing committee)

Current members: Ms. Smith (chair), Mr. Al-Shami, Ms. Biemer

Responsibilities:

1. Review the following regulations:
   • Part 3, Ambient Air Quality Standards,
   • Part 4, Emergency Episodes,
   • Part 5, Standards for Hazardous Air Pollutants
2. Review related Kentucky State Implementation Plan issues.
3. Review related Enforcement Policies and Procedures.
4. Such other duties as directed by the Board Chairman.

The Strategy Committee meets as needed.

Unless listed as a regular member of a committee, the Board Chairman is an ex-officio member of all committees except the nominating committee when appointed. As an ex-officio member, the Board Chairman has the same rights as the other committee members, but is not obligated to attend meetings of a committee and is not counted in determining if a quorum is present.
